The 78' has it under the dash next to the fuse panel. It just seems to hang from the harness (at least mine does). The horn relay is powered off the stop/Haz fuse (orange wire). One side of the relay goes to ground (black wire) through the horn switch (to close the relay contacts) and the other side (dark green wire) goes to the horn (s).

Once my horn wasn't working. Under the cap the spring and rod were not working properly. I removed the rod and spring and stuck a small diameter screw driver in the hole were the rod and pin were to complete the circuit to check for a honk.
